There is no RNG involved with this pack and you get all 5 skins (4 to be exact, since two are duplicates with different dye channels) for 2k gems. All 5 skins of the Warclaw mount for 2k gems. No RNG involved. So if you like 2 or more skins, the pack is a good deal for you because the individual selectable mount skin is like 1,200 gems.

Once you unlock the skin, yes. Skins and skinned items can be character based, but skin unlocks are not (if you apply a skin you always also get the skin unlock--you can also usually right click and select the unlock skin or add to wardrobe option). Mounts do not cost anything to swap skins, so once a skin is unlocked it's just free to use
